Bychkov Sergiy Anatoliyovych, born July, 21, 1961, Dnipropetrovs’k. In 1983 graduated from Dnipropetrovs’k Building-Engineering Institute, Department of Industrial and Civil Construction. In 1997 graduated from the National Law Academy after Yaroslav Mudryy (Kharkiv). During 2001-2003 studied in the National Ukrainian Academy of Public Administration, office of the President of Ukraine, Dnipropetrovs’k branch. Taking post-graduate course at the National Ukrainian Academy of Public Administration

From 1983 till 1985 took military service in the Soviet Union Military forces, Transcaucasian command, held the position of the Head constructing-and-mounting department.

From 1985 -- working foreman of the sixth construction department, Dnipromiskbud Trust. In 1988 -- foreman of the sixth construction department. Was elected as a head of the collective board.

June, 1987 -- October, 1987 -- was involved in liquidation of consequences of the Chornobyl Accident, position of sapper company commander.

1990 -- elected as a member (Deputy) of Zhovtnevyy District Council, Dnipropetrovsk, since 1991 -- first Deputy Chairman of Zhovtnevyy District Council, headed Standing Deputy Commission on the economy, budget and finance planning. Twice from 1994 to 1998 became Chairman of Zhovtnevyy Dictrict Council. In the whole four times was elected as a member (Deputy) of Zhovtnevyy District Council.

July, 2000, accroding to the Decree of the President of Ukraine -- held the position of the Deputy Chairman of Dnipropetrovsk region state administration on the economic reforms, investments and external economic links.

April, 2002 -- elected as a Member of Ukrainian Parliament (People’s Deputy), electoral district № 25, Dnipropetrovsk.

Since June, 2002 -- Deputy Chairman of the Committee for foreign affairs of the Parliament of Ukraine, member of the "Trudova Ukraina" faction in the Parliament.

Awarded: First degree award "For distinction in military service", Honorary title "Honoured civil ingineer of Ukraine" rewarded with numerous medals and awards of the USSR and Ukraine, rank of colonel in reserve.

Full member of the Academy of civil engineering of Ukraine. Is the author of appr. 100 creative and scientific works, scientific publications and articles.

Works in the tight cooperation with High School Rectors’ Council of Dnipropetrovsk region, Member of High School Rectors’ Council of Dnipropetrovsk region, Chairman of the Supervisory Council of charitable fund "Dukhovne vidrodzhennia" ("Spiritual revival").

Chairman of the Sailing Federation of Dnipropetrovsk region.

Member of top businessmen and bankers’ club, Dnipropetrovsk.

Does not belong to any party.

Married, has a daughter.
