Sergiy Bychkov is a Deputy head of the Committee for foreign affairs of the Verkhovna Rada of Ukraine.
The basic sphere of activity of the Committee is working out and improvement of the legislative base to regulate Ukraine’s relationship on international scene, its external economic and political activity.
To accomplish that the appropriate Sub-committees are founded. These Sub-committees are engaged in legislative procedures, perform the parliamentary control and ensure the parliamentary relations with international institutions and foreign Parliaments.
Peoples Deputies -- the Committee members pursue active legislative activity, attract attention of the public to the important aspects of international relations, organize Parliamentary listenings, organize meetings with representatives of the foreign Parliaments and foreign delegations.
Sergiy Bychkov was elected as a Deputy Head of the Committee in June 2002. Within his competence are the following activities:
- To organize (on the instructions of the Head) the preparation and conduct the Committee’s sittings;
- To ensure the interaction of the Committee with the other Committees of Verkhovna Rada and its structural divisions and departments, Executive, Judicial and local government authorities;
- To coordinate and supervise the activity of the Sub-committee on Interparliamentary relations and organizations;
- To coordinate relations of Verkhovna Rada with the European Union, NATO, UN, WTO;
- To coordinate the activity of parliamentary groups on Interparliamentary relation in Verkhovna Rada.
And, on the instructions of the Head, Sergiy Bychkov can act for Head and present the Law drafts in the Parliament.
Development of the multilateral relationships with the World Community countries demands maintaining closer contacts with the Members of Parliaments of different countries.
To this effect numerous parliament groups of Verkhovna Rada are founded. Sergiy Bychkov is a Head of the group on Interparliamentary relations with the Kingdom of Spain, Deputy head of the group on Interparliamentary relations with USA, the United Kingdom of Great Britain and Northern Ireland, member of the groups on Interparliamentary relations with Federative Republic of Brazil, Georgia, the Islamic Republic of Iran, the Italian Republic, the Kyrgyz Republic, Canada, the People’s Republic of China, Cuban Republic, the Republic of Lithuania, the Kingdom of the Netherlands, the Republic of Poland, the French Republic Japan and some others.
He is also Deputy head of the IInterparliamentary Assembly of Verkhovna Rada of Ukraine and Republic of Poland and Head of the Committee within the Interparliamentary Assembly of Verkhovna Rada of Ukraine and Luthuanian Republic.
